Reese and Draw-Tite are two brands that come to mind without searching. They make frame-mount receiver hitches that are usually made to fit existing frame holes, or may possibly require drilling.
If you really want a class III hitch on an explorer, you should consider a larger tow vehicle... a class II (3500 lb max) is getting close to where the tail is wagging the dog. When I had my '97 Explorer, I towed a boat that, along with the trailer and other gear, was a little over 3,000 lb, and believe me, you KNEW it was back there. My F250 Super Duty Diesel tows it like it's not even there.
