Should the key for the ignition also unlock the doors? I only have one key but it doesn't do anything for the doors or the rear hatch door. The cylinders don't turn at all. I'm wondering if there might have been a seperate key for the locks. Also, I don't have a keyless entry remote, never had one. Is there a way to tell if the car is equipped with keyless entry? It doesn't have the keypad on the door so I'm not sure if that goes hand & hand with a remote...???

Keyless remote and key pad are seperate units. Since it was a police vehicle in may not have keyless remote. Most of the Fords.... Turn key from off to on 8 times within 10 seconds, ending in the on position. Locks should cycle, press any button on first remote, locks cycle, press any button on nex remote, locks cycle, etc, etc. for up to 4 remotes. Turn switch off, locks cycle, programming is complete.

When you cycle the key (8 times in 10 seconds ending in on position,) and the locks don't cycle... then you don't have keyless entry
One key should operate all locks. Most likely the ignition lock has been replaced. A locksmith can generate a key for you and also set you up so one key fits all again, but they will probably need to either, rekey your ign. lock or replace it

When you say turn the key from off to on 8 times, you just mean forward then back, not actually letting the engine start, right?
