can anyone tell me if you change the 16" factory wheels to 17" factory wheel will the tire monitoring system still function correctly

If the sensors are permanently mounted on the OE wheels you'll have to purchase new sensors for the larger wheels and have them calibrated so the computer will recognize the signal. If your going upgrade the wheels I'd go to at least an 18" and make it worth your while.
