Starter noise

Hi, I just bought a 91 Explorer for my son. It makes a grinding noise when it starts. Bought it from a mechanic who says he just replaced the starter and flywheel ( I can tell the starter is new). I know from past experience with Chevy's that is was sometimes necessary to shim the starter so that it lines up properly with the flywheel, is it the same with Ford's? It makes the exact same sound a Chevy would make when it needs shims.

Ford has no provision for shimming the starter. Something is amiss between the starter gear and flywheel, perhaps a weak drive gear or spring.
