Throttle hesitation

I have a '94 sport and ever since I bought it, the throttle has hesitated for a half-second or a little more. The motor bogs down for a moment and then revs up. This makes hills a little difficult with the manual transmission! I end up having to side step the gas from the brake pedal to compensate for the hesitation. Could this just be a sensor all outta whack somewhere? vacuum problem (I just redid my intake manifold gasket and had to disconnect and reconnect all the vacuum lines on the intake and they looked fine) perhaps? Mixture? could it be linked to a lack of power and a gurgling noise when under load? One more thing, when I'm on the freeway and have to downshift to 4th to go up a hill, the motor just stops accelerating at about 2800 RPM. it's like hitting a brick wall. I'm assuming there's no rev limiter as I've managed to rev it far past that in, say, first gear.
