Can anyone tell me how to wire up the pigtail (4 wire) that came with my trailer lights to an EXPLORER ?

Go to any auto parts store, and get a trailer wiring kit for the appropriate vehicle.

In the case of your Explorer, you will remove the left taillight, separate the vehicle harness at a plug right by the taillight, and the trailer harness will fit between the male and female plugs you just separated. Thread the pigtail down below the taillight and across the frame to the hitch ball area; use zip ties to hold it in place, and you're done.

I just bought a boat & went through a nightmare of trying to hook this all up. A few years ago I bought a smaller boat & needed to hook up my 99 ford explorer to the trailer. Since I didn't have the tow package, I figured I needed to wire the whole thing. I went through 3 of these Hoppy wiring packages that you needed to hook up directly to the battery. I'm not sure if the trailer was faulty or these wiring packages were faulty but I seemed to have burned out 3 of them. Little did I know after searching around that all Ford Explorers come with the wiring under the bumper on the left hand side whether you have the tow package or not, the connector is still there. I found it yesterday & all I need to do is order the wire harness & plug it in. This is what it looks like
