Turn signal relay!

I just got my ford explorer '99 xlt, but i think there is a problem with the turn signal relay. To the right or left will blink very fast, all the light bulbs are in good condition and blink (but fast). When i use my emergency lights they will blink normal (slow).
i have used google to find my problem but im a little confused. It seems that there are two relays? one on the passenger side, and one under the hood. Can somebody tell me which (probably) is the troublemaker ?
Or how i can found out which is broken or not.

Also im looking for an online shop where you can buy electronical parts for the ford explorer and ships to europe, the netherlands.


Any help would really appreciated!
