No power after pump replacement

I've just reinstalled an resealed lucas EPIC injector pump into a 1997 ford transit turbo diesel. I've double checked the timing belt timing. it's all ok.

It feels like the ecu is in limp mode. It won't rev past 3000rpm in Neutral and is generating only 0.5psi boost. (turbo was ok before pump replacement). It idles fine but has absolutely no smoke during acceleration.

Does anyone have any ideas?
How doe you reset the engine ecu? (I turned igniton on without having temp sensors plugged in)
