your radiator cap has temperature at which it opens and lets excess water in to the expansion tank.. your overflow/ expansion tank should be full if thats the case that its running ever the caps temp.. your cap could be faulty.. try having the radiator pressure tested and the cap.. if thats all good then look out for blown head gasket/ cracked head. i have never needed to top my radiator up.. if it is ruuning too hot you have something else wrong. faulty thermostat, blocked radiator core, fans not working etc..
