frown Water running noise/electrical sizzling

For a few weeks my 2001 Ford Escape has been making a running water noise mainly from the passenger side whenever I turn my car off after using it. It always happens no matter how long I use the car.

I had a blazer that did this too and was told by a mechanic it was bad or something needed to be fixed, I just can't remember what it was :(

Anyways, this morning it happened like normal when I turned my car off but this time it was LOUDER and it was accompanied by what seriously sounded like electrical snaps or sizzles. Horrible, right?

Help?

No water drains in door blocked and water sloshing about ? Dont know if that vehicle has bulkhead water drains that could be blocked also .Could it be water hitting the hot engine / exhaust that's giving you the snap and sizzling noise ? Coolant level o.k ?
