1999 Lincoln Navigator Hesitates

When accelerating from stop sign, vehicle hesitates an seems to be fuel starved. Runs good at crusing on freeway. Idles rough, could this be a fuel filter problem?

EDIT:When engine is cold, it purs like kitten, but when it hits normal temp, acceleration from stop starts. Also fuel odor when first started and cold engine.

Sounds more like IAC, try cleaning it, probably throttle body as well. A filter would be more apt to show at higher speeds.
