2002 expedition air leak noise?

Hello, My 2002 eddie bower 4x4 expedition has a weird air leaking noise under the glove box and i hear what i think is the ac pump gargle(annoying,thought it was the air compressor ) for 2 seconds about every 30 seconds. If i turn the heater controls to the floor settings these noises go away. Please help, is it a vacume leak and a bad ac pump.

Since the A/C compressor is coming on that often, it's probably low on freon.

I'll add on that if you have the vent controls on ANY defrost setting, it will run your A/C compressor even if you're not running the A/C.
