2004 Navigator power mirrors not working properly

Hello everyone, new member here. Recently purchased an 04 Nav and have been searching online for a week and closest I came to a solution is replacing the memory module in driver door but I don't think that's the issue here. This is what's happening:
Both side view mirrors will only move down, however, when I press the memory seat button, regardless of where they are positioned, they will return to proper position set in memory. so the motors in mirrors are good and there is power in the switch and memory module seems to be functioning properly. Any ideas what is causing the mirrors to only go downwards with the control switch?

I'd guess that the switch is the problem.
