I would refill the coolant tank and keep an eye on it. Sounds right about condensation under oil cap. Either check or have the PCV valve checked. If working properly should eliminate normal condensation.

Who did the engine rebuild ? Is it under warranty? There should be no loss of coolant, and certainly no "creamy" colored oil on a new engine. Notify the engine rebuilder to get it documented before the warranty expires and their recommendation on a replacement motor. Use Ford Gold coolant or Zerex G-05 coolant, not the Prestone green stuff.
