confused cv joints

changed cv joints on my 99 ford expo 4x4 but still when i turn it still makes that poping noise what else could it be

Stuck in four wheel drive? Test it on your neighbors lawn and see if all 4 wheels spin in 2wd.

and if it does the mech said i am always in 4-wheel drive i have been to 2 one said cv one said tie-rods replaced both still making noise

If it is stuck in 4WD, then the actuator on the front axle may be stuck. It is on the center of the axle behind a shield.

johnny thanks that was it it was stuck in 4-wheel drive they told me it would cost 1800 to fix is there a way i can do it for cheeper

What exactly is wrong? The 4X4 shift motor or the actuator on the axle?
