lighting issue with my Navigator.

I am having issue with the lighting system on my navigator. For some reason tghe lights on my dashboard and taillights have stopped working. I took it my navigator to the shop but they were of no help. Then I noticed that after I shut off the engine, the interior lights stay on and do not time out. Does anyone have an idea of what might be causing these issues??? Thanks in advance.

what year is your navigator. I have an idea but don't want to go into here if it doesn't fit your year vehicle.

also what kind of mileage, is it weather related, does it rain where your at? Are there other things such as wipers working when key off, or radio staying on, chimes for no reason?
