confused No Blower in lower settings

I have a 97 Expedition EB and when I turn on my heater or a/c I can only use the high setting of the blower. I am at a loss with this being I have checked the connections and all seems to be ok. Has anyone had this problem and if so what is the remedy. I really don't want to go to the dealer to get this fixed. Thanks.

Under the Passenger side of the dash. Next to the blower motor.

They're all the same. Behind the glovebox area. Pull the lower panel out of the way and you'll see it.
