Starter engaging by itself?

I have a 98 expedition- starter engages on its own, only for a second or so at a time. This happens with no regularity both when the engine is running (ouch), and when the engine is off. Also, sometimes the blower runs on its own, not sure if related. Any ideas?

I'd head right for the ignition switch at the bottom of the steering column.
