whining noise

I have a 98 Navigator, when it comes up to temperature you can hear a whining noise under the dash when the rpm's are between 1600-2000 only. The noise is an interior noise you cannot hear it outside, I have turned off the radio, climate controls, disconnected the blower motor and air suspension, and it is still there. Any help would be appreciated. Thank you.

I have a 2001 Expedition 5.4 and just recently started hearing the same noise. Like a small fan blade touching something and it is coming from behind the instrument cluster, right in front of me. The sound is during exceleration and only during gears 1, 2, 3 at the same RPM,s you mentioned. Then once the overdrive is reached the noise goes away. The noise also deminishes when you let off the gas pedal. Thought it was a leaking exhaust manifold gasket, not that. Had a transmission specialist check it out, said the transmission was fine. He suggested perhaps a small cooling fan located behind the instrument panel? I am still following up on that one.

EGR valve? Pop the hood and see if you can pin point the sound to a certain area, such as a side of the engine, in or around the cowl etc.
