Alloy Wheels

I am having a wheel repaired for some deep scratches.
I got 2 quotes, one for $160, one for $25.
Anyway, part of the process to repair the damage is to remove the protective finish from the outside face.

My question is, what is this finish? Is it a clear coat laquer, or 2 pac paint ?

Can a normal Auto spray paint panel beater do the recoat ?

Hoping someone has been thru this before.
