I have noticed that there is a lot of rust around the outside of all 4 discs. It seems to get to a point and then stop, so I'm not worried from a safety point of view, but it doesn't look too nice.

If I clean off all the excess rust and paint the outsides with some anti-rust paint, will this be ok? Will it actually prevent rusting, or are there stronger forces at work here?

If it bothers you then yes you can remove the rust and paint it using high temp paint. Just dont get any paint on the actual braking surface.

There are some products you can buy from Autobarn like High temperature paint. I think its called VHT or something like that. You have to take the wheel off and get some prepsol on the rusted bit and then spray the calipers and the rusted bit...If you want a nice job you have to take your time.. Some guys on here have done this job. Have a look around here. It actually comes out pretty good if you take your time. :)
