I'm looking around for some tyres at the moment and am wondering what the story is with 2nd hand tyres.

If there's 50% tread, do they charge you 50% of the new price? What would I expect to pay?

Most second hand tyres are actually imported from countries with stricker laws on tire use, from memory some countries make you put new tyres on a car when you register it. To cut a long story short basically they throw the tyres out overseas then someone collects them puts them in a container and sends them over hear and sells them. You really need to be able to hand pick the tyres you want i have seen people sell top shelf continental tyres for $60-70 each for a tyre that is worth close to $300 each, and still with 80% tread but you have to be carefull because tyres make a huge difference to how your car handles.
