Flood the centre of wheel & hub with some sort of good quality penetrine product (CRC, RP7, etc), then with a rubber mallet hit on the inside edge of the rim, alternating from one side to the next. Eventually the wheel will start to move, then wrigle it off.
Once off, clean all the corosion of & add grease.
