Two things can cause that problem. A bad cat converter or your EGR as you mentioned. If you've already ruled out the cat then the EGR valve can be replaced. If you have the 4.0L engine you probably do have electronic EGR valve. You can get the part at most places such as AutoZone/Canadian Tire at a cheaper cost than at a dealer. Any competent local shop will be able to install emission components.
