In order to convert to a true part time 4x4 system where you can lock the axles together you'll need to upgrade the transfer case, which will be a full custom job. Then you'll have to find a way to make the selector electronic to place it under the seat as you mentioned. I've never even heard of part time conversion kits for the aerostar van. If anything, you should be able to find, or modify a full locker for the rear axle to give you better traction, but even that will be hard to find.
