I am sure that I did and outside it has power all the time. It was when I checked it at the fuse box that, that blue and green wire becomes live with the ignition on. If it shouldn't be so could it be a short in the fuse box?

That wire, if it's definitly the dark blue/ light green wire, should have power always and the power comes into the fusebox under the dash from it. It would be like hooking a wire to the battery, adding a fuse, and sending the wire to the under dash fuse box.

That's the one and mine is not working like that. So, it sounds like now I have a bunch of digging to do. In the engine compartment there's power all the time. On top of the fuse box, inside, I checked and there's only power with the switch on. I'll try to get that all checked and see what is what.

The wire that I am looking at is connected to the fuse box via the top right connector. The wire is on the bottom right of that connector and is either the 2nd or 3rd from the right. It may be 12 or 14 gauge and is a dark blue almost black with a limish green strip.

Sorry about the delay, but the MPG started to suck so I had to try to get to the 171 and 174 codes. Got that down to the IAC unit and hope to get that soon. Did get into the wire harness under the hood today and found nothing so far. That wire has power once it leaves the distribution box but nothing at the fuse box. So when I can get to it I'll start to tare at the wires under the dash.

Could this be the fuse box itself ?

I pulled the lower half of the dash apart and the traced the wires to the fuse box. I then pulled the fuse box itself off and pulled off the wire connectors and found that I do have power going into the rear of the fuse box through that wire. I thought that it was the dark wire with the green strip in the front, but when I pulled off the box that wire was there. It does have power all the time like you said that it should. I then cleaned and checked all that I could and even cleaned up the mess in the wires, but when I put it all back together I still had to run that stupid jump to get power to run the locks, inside lights, gas gauge etc... So, could there be something wrong with the box itself?????

Also, while I had things pulled apart I checked what I think is the keyless entry module, Product AS-1434. (The larger of the two little black boxes on the driver's side.) It looked ok, but when I pulled the cover off there was a burned area inside. Maybe?????? My remote is useless and when I tried to program it nothing happens like the directions say that it should. The other box that holds the key is fine.

Thanks again and I hope this narrows things down a bit.

If neither pin in the fuse box for fuse #8, with the fuse out, then it's in the fuse box.

So, it sounds like it's in the box. Neither post will work until it is jumped. Once jumped power will stay to the fuse just fine without the jump wire until the van is off for more then 5 min's then I have to jump it again. Do you know if you can take the fuse box apart to check/clean or fix or is this a "must replace" item?

That I don't know. On the Crown Vics, they can be opened up. I have no experiece with the Windstar box.

Well, I have pulled the box and pulled the mounting braket off already. That exposed the rear elctrical tracks, but I was a bit afraid of going any further. So, maybe will just have to try and see if it can be done? I will let you know one way or another. I may not get o this for a day or two, but maybe it's just dirty inside? It did sit for 14 months or so.
