I am hoping someone here can help me figure out quickly what might be causing this. I have an 02 Windstar when you turn the key, you get clicking of the starter, something under the dash sounds like a mini machine gun, headlights flash on and off, 4 ways come on. however, the starter will not turn the engine over. When you let off the start position, it goes away, but the 4 ways stay flashing. I am totally lost on what to look for. Anyone know what this may be please help.

It's hard to say without being there but I'd pull the covers off around the steering column and see if there are any wires shorted or been cut.

Solved this issue. Weirdest thing it was a weak battery. I've never seen a weak/dead battery do this much bizarre crap in my life.

I was going to say to replace your battery. That just happened to mine in Dec. also.
