a ford is a ford is a ford.....we have had the same problem with some of our lincolns, there is a switch that is on the upper part of the brake pedal, if it is shorting out or loose, it will not allow the transmission to shift out of park while running. You can, as you decribed, with the engine off, shift into nuetral then start the car, and you can shift all you want as long as you don't put it in park....
on some models, the brake light switch and the lockout switch are combined into one irritating part
