'98 windstar losing fuel pressure

Hi. My '98 Windstar 3.8 takes a long time to crank when left off for an hour or more. I can get it to start right away if I turn the key on and off a few times to build pressure. I think it must be either the check valve on the pump or the regulator, I'm just not sure how to diagnose between the two. I'd appreciate any help. Thanks.

Change the air filter first! I spent alot of money to figure this one out! It really does effect it that much!!!
