99 Windstar not starting - "Fuel computer data error"

Dash says "fuel computer data error". Checked all relays/fuses - all good. Removed gas cap and listened for fuel pump- can't hear anything. Fuel pump relay gets 12.5v at terminal 1 and 10.8v at terminal 5 w/key on. Is this normal. I recently bought the van and have had trouble with the battery light coming on randomly. Lights and a/c blower speed fluctuates. Had battery and alternator tested and found out the battery was an older used one. Replaced battery and determined that the voltage regulator is most likely the problem. Bought alternator last night to replace, and when I went to move the van this morning, to change the alternator and it would not start. Have not had any issues with it not starting since we got it a week and a half ago. Started checking fuses and relays.
Anything else to check before going to the fuel pump?

Also, the OBDII will not link now, when it would before the fuel problem.

Try disconnecting the battery for a few minutes and see what it does. Is the battery fully charged?

There is a common problem where the cruise control switch will be short out and cause to fuse 10 under the dash to blow. Check this fuse and if it is blown, if so replace the brake pressure switch. This problem will cause the fuel computer error because it cannot read the fuel level from the cluster. It is located on the underside of the master cylinder.

I did disconnect the battery for about an hour, however, I disconnected both + and - terminals. Yesterday afternoon I decided to go ahead and change out the alternator disconnecting only the - terminal. After replacing and hooking the alt. back up, van started and ran fine. However, the int/ext light flicker worse than before. Going to check/clean grounding today.
