2000 Windstar, 122k miles. When taking a left hand turn, esp from a stand still, there is a whine coming from the right front side. We just had it in a garage for it and they replaced the inner and outer tie rods along with the sway bar bushing. Still doing it, just not as loudly. I suspect either the power steering pump is low on fluid or bad, am I heading in the right direction here? And if so, where exactly is the pumpl located, cant seem to find it on a sideways fitted engine.

I'd check the wheelbearings as well. PS pumps can fail, if you're not going through fluid and the fluid is clean (not too dark, or black). You can get a PS fluid flush done for around $30-50 depending on the shop. It'd be where I'd start. Dirty fluid can do terrible things.
