Location of EEC test plug

I have a 1995 Windstar 3.8 the "check engine" light came on and the engine runs rough. I would like to download any fault codes from the Engine Electronic Control. Can someon please tell me where the test plug is located.

If it is a 1995, then it would be pre-OBDII.
I would look under the hood for an EEC plug.
