06 F450 blowing heat

Hi All,
I have a 2006 F450 that is blowing heat even when the knob is turned to cold (blue). There is no vacuum at the heater control valve in the heater hose in any position of the knob. All of the functions work on the climate control knob (AC, defrost, vent, heater) and I can hear the vacuum moving the door. I pulled the dash panel off thinking there were vacuum hoses attached to the heat cool knob but there are only a few small wires, I have no idea where they go. I have checked the vacuum pump and it works fine as well as the AC. The selector is working fine as well, there is heat coming out of the lower vents when it is on heat and there is heat when it is on vent. If I turn the AC on it blows cool air but not cold like usual.
