Please help!! We have tried everything!!

Engine continues to rev when shifting gears. If you snap the gas peddle quickly the engine will kick down to an idle.

Have already replaced throttle positioning sensor, Idle air control valve.

Any help would be greatly appreciated.

Can you make it do that setting still? Does the throttle move easily and the springs are intact?

Yes it will do that sitting still, yes the throttle moves easily and springs are in tact.

throttle returns fully but still maintains a high rpm.

Any suggestions

Unplug the IAC while it's idling and then throttle it up to see if it come down.
