There are mixed reviews on this subject. You won't get true Xenon, as that would require about $10K for a custom headlight conversion kit that no one currently offers.
You'd be best off upgrading the bulbs to a brighter light output, just don't go too bright (blue bulbs are illegal in some areas). The problem with installing a brighter bulb is that it can blind other drivers as the headlight design wasn't intended for intense light output, so the beam gets spread out farther than what is considered to be safe.
I'd check out the Sylvania SilverStar bulbs. I haven't had the pleasure of trying them out yet but will soon in my Durango once I clear the yellow tinge off the headlight covers!
