2004 F250 5.4L - Fuel Pressure

I have a question regarding fuel pressure on the 5.4L.

I am getting hesitation during acceleration, and shuddering at low rpm's driving through all gears. When I accelerate it spudders and catches up with itself, but will missfire if I give it WOT. I recently changed the plugs and they were white, however I did run fuel additives prior to changing the plugs.

My question is when I check my fuel pressure it's reading 30 pounds on the rail. In the manual 30 - 55 lbs is recommended. Is the reading being close to the low end of the spectrum causing a hesitation and shuddering?

Prior to this the truck would shut off in gear and wouldn't even idle. I ran Seafoam and changed the fuel filter, which made it driveable, however it still lacks power and shudders in low rpm's.

Should I change the fuel pump or is it acceptable at the lower end of the scale?

Also,

The truck isn't throwing a check engine light. I have the Superchips reader and the only code it's showing is a P0720 & P0316. I have changed the Output Speed sensor and it still acts up. However, I'm pretty sure that is caused by a remote starter I have installed.

COPS Fixed it.

Used Accel 140032 on all 8 and got them for under 200 bucks from local automotive shop. Let you'll know how long they last!
