92 F350 7.3D dually Excessive brake pedal effort

92 f350 7.3D. Brakes started acting like they had no power assist. Very hard to stop. Very hard pedal but not much stopping power. Comes and goes. I have replaced vac booster, checked vac hoses for leaks, master cylinder not leaking. Next step, vac pump? Please help.

Probably the vacuum pump on the engine. I replaced several of those for the problems you describe.
