It might have a block heater. Check under and around the front of the vehicle (open the hood) for a plug. If there's a plug, you have a heater! The glow plugs will allow starting down to around 5-10F anyway, which isn't too bad. Another option is to get a dealer to punch in your VIN into their computer, and they'll be able to pull out the spec/build sheet and let you know if the truck came with a block heater or not.
On another note, your truck shouldn't need any emission servicing for a LONG time, as the CA emissions are a lot more strict than Washington.
