I am looking to set up 97-2003 f150 to tow 18 foot travel trailer. I like the idea of a 5th wheel hitch to be safer and more stable. you give up some room in the bed to carry gear.
are there hitch units that mount to top of wheel well to have floor flat when hitch is not being used?

The very first thing you should do is investigate the trailer weight in relation to your truck's Gross Combined Weight rating.
This is to see if you would be overloaded, then address the bed fifth wheel mount.
The GCWR varies per year, engine, trans, gear ratio and tire size.
Best to look in an owner manual for these limits.
You may be interested in stepping up an F250 if the weight limit is to close.
Pay attention to bed length and fifth wheel overhang clearance with the cab, on turns.
If you don't have either truck or trailer, now is the time to look at these things and don't let a salesman sell you something just to get a sale and leave you stuck with a purchase that is not a proper match for you needs.

I have a 91 f250 4wd that is set up for a camper with heavy springs. it is a rough ride when empty and my wife has a bad back.
i'm hoping for a softer ride with the f150.

The softer ride will not carry the load as well, and an F250 has more stopping power than an F150. My suggestion is keep the camper special for towing and the 150 for you lighter runs.
