It's not only light output and potential fires, but if the local state laws allow the use of aftermarket HID lights. They might, but the fine print must specify what range you can run. Most of the blued lights are illegal.
In terms of lights, 35/55W is still 35/55watts. If you run bulbs that suck more juice than the current halogens, then yes, the risk of fire is present. If you match up the wattage accordingly you won't have a problem.
