malfunctioning 4x4

I have a 2000 Powerstroke F350 crewcab dually and my automatic option on the SOTF is not working. I have read that this is engaged by vacuum. is this true? i have disassembled the hubs and they seem clean and i reassembled them and it still doesnt work properly. how can i fix this. do i buy new ones? and will they last? does the new 2005 f350 have this issue and if not does its hubs fit a 2000? i really would like to make this work properly and be as dependable as possible but i need help. thank you to whoever answers this. it is highly appreciated
