Motor Idles high

My father in law took his ford 1991 f-150 (302)to get it worked on. The problem is that it idles at 3000 rpm's. The mechanic said that he can't figure out what is wrong. Does anybody out there know how to fix this? Also, when his transmission shifts from d to od it shifts really hard.

if this pickup has the common 5.0 in it and its idle is high u may want to have the upper intake gasket checked. i have ran into it a lot, and it is mind boggling until u figure it out. it usually sucks the gasket in around the center of the upper intake. check it out and u should find your problem there.
