Just to clear things up: Are you over the mileage warranty for the rust through? You may have time left, but if your over mileage Ford won't honor the warranty....
If you made claim to the dealer about the problem before going over mileage you'll have a case. If you are within mileage specs then Ford should remedy the problem. Try another dealer and get a second opinion before you run out of time.
If all else fails, take the photos, and full photos of the truck with your plate and write down the VIN on your letter and send it directly to Ford's customer service desk. A cousin of mine has a simplar problem with an old Mazda B series truck - three years old and rust bubbles on the tail gate...the dealer called it "rock chips" LOL. It took him over a year to get that problem resolved.
Go to the dealership where you originally made the claim, ask for copies of the repair orders & warranty claims, & then ask for the phone number to Ford (National) Customer Service Hotline. If they won't give it to you, get it from your owner's manual. Call from a phone IN that dealership & tell the agent what has happened so far.
