No, what they were referring to was the prequalifying session earlier, where drivers were going slow so they would have an earlier run during qualifying in case it rained (1 lap dash).
Panis was on his return lap after his qualifying lap and was on the racing line when Massa came up to him, thereby spoiling his run into the corner and slowing him down. Completely unacceptable, and I would have to say that the Toyota statements are looking at the incident through rose-coloured glasses.
