1989 HCS engine hesitation stalling

Hi, I own a 1989 ford escort bonus with a 1.3 HCS engine, (the lean burn one with the non-moving part disributor) and it has started hesitating at about 1500-1700rpm, often completely stalling in first and having massive hesitation problems in 2nd, the problems are less exaggerated in the higher gears.

I have checked for an air leak into the carb, there appears to be none. The problem occurs 80% of the time - there are some trips when it will be a dream to drive. I don't believe it is carburettor related as I have even had a look at the filter and emulsion tubes to check for dirt and there was none, if anyone else could offer and more help I would be grateful
