mad 1996 Escort Chugging Engine

HI
I have a 1996 Escort 1.9 L, for the past year or so I have been having a problem with the engine (I think!). What happens is, when I am stopped, the engine will start chugging and acting like it is about to stall at any moment. It gets so bad at times that the whole car is moving because the chugging is so strong.

Lately it has been getting worse when my gas tank is below half. I don't want to take it into the dealership blindly and get ripped off for thousands of dollars so I was hoping I could get some ideas on what it could be and find out if anyone else is having the same problem?

I have same problem, I think. Can anyone point us in the right direction. My guess is that it's one of the sensors.
