1999 Ford Escort problem/question

My girlfriend recently got into an accident. she rear ended a isuzu trooper or something like that. the truck was stopped and she was doing about 35 40. not a pretty site. i was right behind her in my car. you can imagine how freaked out i was. but anyways. shouldn't the airbags have still gone off with an impact like that. even though her car went under the isuzu it still broke the bumper support. im confused. i dont know if it should have still gone off. and another question. we got a quote from a junk yard for a front clip off of a escort just like hers. comes with radiator, ac condenser, power steering resevoir, and everything we would need to fix her car. two questions...how hard would it be to put the radiator support in, and how should i go about doing it. and is $450 a good price for all of it??? thanks

fords are known for having to hit just right for the airbags to deploy it's not uncommon for them to not deploy
