'87 Escort running rich

I've got an '87 escort running so rich it's practically pouring gas out of the tailpipe. I've replaced plugs, wires, distributor cap, rotor, O2 sensor, MAP sensor, EGR valve; still runs like crap. I took it to a local shop and it blew the emmissions machine off the chart. HC(ppm)-7024, the max here in NC is 220, the CO% was 11.23, the max is 1.2. With numbers like these, I can't believe it runs at all. The mechanic there said I probably need to "rebuild carb" but no promises that would help. I'm not sure about this advice since the car is CFI, not carb'ed. Anybody seen this before? How about rebuilding injection unit? Any advice or comments will be much appreciated. Thanks in advance;
