98 escort LX question

Hello everyone, my girlfriend has a 98 escort, the serpentine belt came off on the highway and she had a friend ad 4 qts of 10w40 to it because she looked at the dipstick and thought it was dry. When i came later with the new belt and checked the oil level, it was way above the full mark. I've since drained the oil and added the correct amount. BUt if i tried to start it while overfilled, what impact would that have on the engine, or starting system? We have noticed that the EGR/PCV hose torn was open on the very front of the engine but I cant figure what else could keep the car from starting. Ive checked the wires, crank sensor, fuel shutoff switch, and all pulleys still turn. What else is there to check?
