I have a 99 escort and the rear drivers side caliper is locked up and wont release. I've tried blowing out the brake line, changing the caliper, changed the ABS relay, wheel speed sensor. I tried bleeding the whole system but ran into an issue where it calls for a scan tool with the ABS bleed function. I have a scan tool, but it doesnt have that function. Has anyone ran across this issue? Any help is greatly appreciated.

You can bleed the system as normal, the WDS method is not essential. Are the pads free in the carrier? Did you wind the caliper fully back then pump up with the footbrake before trying the handbrake?

Is the brake line deteriorated and causing the brake to hang?
